Rather it acts just like A normal Computer program that is been installed with a desktop created shortcut. Ones you install it, you can run Bluestack into a separate window at your windows desktop.

This is one of the Android emulators, but this is an OPERATING system which has to be installed in the same process you install your normal computer operating systems(Mac, Microsoft, Linux e.t.c), which in turn yo will need another virtual app such as VMware or Virtual Box, to allow you have access to two operating system on your PC, if you don't want to do away with your normal computer operating system.

The use of live Android is another better alternative to run Android Games and Apps, which can book separately on your PC; this is another complete OS, so you'll need also to install it on a virtual machine such as listed above to test the Android Apps and Games.
Note: There are lots of Android Emulator which have been made available for the past few years, but to be frank, they'll still not work well or install when your PC don't meet-up with some specific requirement such as the "RAM" which must be at-least 2GB, while others in the light of "Resolution","Graphics card" and others do not mean much.
